Designated Areas For Expressive Activities and Speech On Campus
Collin College serves students in our service area that includes Collin County, Rockwall County, and some portions of Denton County. Our vision is delivering a brighter future for our students and communities. Students are at the forefront of the welcoming environment Collin College seeks to create at each of its campuses. The Collin College Board of Trustees has established local Board policies that address speech and expressive activities for our campus community.
- Community Members are subject to Board policy GD(Local).
- Students and Registered Student Organizations are subject to Board policy FLA(Local).
- Employees are subject to Board policy DGC(Local).
If you wish to engage in expressive activities on campus, please read the policy that applies to you and abide by the policy requirements. Some, but not all, of the requirements include:
- Expressive activities may not be disruptive.
- Board policies define a “sign” as a billboard, decal, notice, placard, poster, banner, or any kind of hand-held sign.
- Signs are limited to sizes not to exceed 2’ x 2’ and must be held or carried by hand.
- Signs may not be attached to sticks, poles, wooden or metal handles, to a person (i.e. sandwich board sign), or other assembled items.
- A person holding or carrying a sign will exercise due care to avoid bumping, hitting, or injuring any other person.
- Signs shall be limited to a location designated at each campus identified by signage marked “Designated Forum” as shown in the campus maps.
- T-posts are not allowed.
- Tables, tents, awnings, camps, temporary living accommodations, or shelters are not permitted in common outdoor areas as defined in policy.
- Amplified sound may not be used in common outdoor areas, particularly when it disrupts college business, operations, meetings, events, an educational function, a research function, or otherwise violates state law.
The buildings, classrooms, libraries, facilities, grounds, and property owned or controlled by the college are not a traditional public forum open for assembly, debate, demonstrations, or similar activities by members of the general public.
However, areas have been designated on each campus as free speech or public forum areas for use by community members. Our policies apply to Collin College property. If you are unsure if an area is on Collin College property, please ask the contact personnel listed on this webpage.
